In 1989, the European Council of Ministers established the SPRINT initiative to strengthen Europe's innovative capacity and competitiveness; VM was a key element of this strategy.

One outcome of SPRINT was that the CEN sponsored the collaboration of European National Value Associations to develop:

1. A common European VM Standard, approved and published in April 2000.
2. A common European Training and Certification System now fully implemented.
3. The European standard BS-EN 12973:2000 defines value management as a "style of management".
